Our Take
Google terminates a developer account when it accumulates enough policy strikes, commits an egregious single violation, or — increasingly common in 2026 — when Google's automated systems detect a link between the account and a developer identity that was previously terminated, based on shared signals like device fingerprint, IP address, payment method, or phone number.
Termination removes every app under that account from the Play Store permanently and blocks the developer from creating new accounts; attempts to re-register are themselves terminated without refund of registration fees.
"Association" terminations are notoriously prone to false positives — shared office Wi-Fi, a family member's old developer account, or a reused payment card can all trigger it — and Google's appeal process for these is largely automated, so specificity in your evidence matters far more than the strength of your protest.

Confirm the 180-day appeal clock immediately
as of the January 28, 2026 policy change, you must file within 180 days of the termination date in the email (accounts terminated before Jan 28, 2026 got a one-time grace period through July 27, 2026). Miss this window and the case is permanently closed — mark the deadline the day you receive the notice.
Do not create a new developer account
registering again while termination-for-association is unresolved triggers an automatic second termination with no refund of the $25 registration fee, and can poison future accounts by adding another linked signal.
Locate the actual shared signal
request the reason detail if not stated, then audit everything that could link accounts: same computer/browser profile, same home or office IP/Wi-Fi, same bank card or PayPal, same phone number used for 2FA, or a shared physical device used to build/upload the app. You cannot rebut the claim without knowing which signal triggered it.
File the appeal from Play Console Help
go to Play Console > Help (or if locked out, the account-specific troubleshooter) and select the account termination appeal path, or use https://support.google.com/googleplay/android-developer/contact/appappeals. State plainly which account you're allegedly linked to (if known), and provide direct evidence severing the connection (e.g., bank statement showing a different cardholder, ISP letter confirming a different account holder at that IP historically).
Attach identity verification documents
government ID, business registration, and a written explanation of your relationship (or lack of one) to the previously terminated account. Vague denials without documentation are the most common reason these appeals fail.
Use the automatic 30-day reconsideration window if denied near the deadline
if your appeal is rejected close to the 180-day cutoff, Google grants an additional 30 days to submit new information for re-review, even past the original deadline.
Escalate via the Google Play Developer Community as a last resort
post the case number (never personal financial details) in the official community forum; some association terminations have been reversed only after community moderators flagged them for manual human review.
If the appeal fails, treat the identity as burned
do not attempt to re-enter Google Play under a new name, LLC, or family member's account without eliminating every shared signal first; repeat attempts are detected and terminated faster each time.

Be honest with yourself about the odds: association terminations are reversed far less often than simple policy-violation terminations, because the appeal is largely evaluated by the same automated signal-matching system that flagged you, not a fresh human read of your case. Appeal seriously only if you have concrete, checkable evidence severing the link (different legal owner of the payment method, ISP confirmation, no shared device) — vague "I've never heard of that developer" statements rarely move the needle. If you knowingly share a household, office, or device with someone whose account was terminated for a real violation, cutting losses and building under a genuinely separate identity (different device, network, payment method, and phone number) is usually more productive than repeated appeals against the same signal match.

Developer's new Play Console account is terminated within days of publishing a first app, citing association with a previously terminated account; the developer had built the app on a shared family laptop previously used by a sibling whose app was suspended for ad-fraud SDK use two years earlier.
Developer appeals with a written statement plus a receipt showing purchase of a new laptop and a new bank card opened solely in their name, and switches to a mobile hotspot instead of the shared home Wi-Fi for all Play Console access going forward.
What changed: Because association terminations are driven by shared device/network/payment signals rather than app content, the only credible remediation is documented proof that those specific signals no longer overlap with the terminated account.
