Guideline 3.2.2
Guideline 3.2.2(iii) - Unacceptable Business Model: App Predominantly Displays Advertising
Our Take
Apple is rejecting your app because advertising is its primary content, with little or no other functionality or value. Apple considers apps that exist primarily to display ads an unacceptable business model. The app must provide genuine utility, content, or entertainment independent of its advertising. This rejection targets apps where ads dominate the experience: interstitial ads between every action, banner ads covering most of the screen, apps that are thin wrappers around ad-supported content, or apps where you need to watch an ad before accessing any feature. The threshold is subjective -- Apple reviewers make a judgment call about whether the app provides genuine value beyond being an ad delivery vehicle. This also covers apps that serve as advertising platforms for a specific business without providing user-facing functionality. For example, an app that is essentially a digital brochure with ads for a business's products, but no interactive features, qualifies for rejection.
Resolution Guide
Reduce ad frequency
Remove interstitial ads that appear between every action. Limit interstitials to natural break points (level completion, content transitions) with reasonable frequency caps (no more than once every 2-3 minutes).
Reduce ad density
Ensure banner ads do not cover more than a small portion of the screen. Core content and functionality must be the dominant visual element.
Add genuine functionality
If your app is thin on features, add real user value. The app should be worth using even without ads.
Offer an ad-free option
Consider offering an IAP to remove ads. This demonstrates that the app has value independent of advertising.
Review ad placement
Ensure ads do not interfere with navigation, content consumption, or core functionality. Users should be able to use the app without ads being an obstacle.

Before & After
Every screen has a banner ad, interstitial ads appear after every button tap, and a full-screen video ad plays before the app's content loads
Single banner ad on the main screen only, interstitials limited to one every 3 minutes at natural break points, no pre-roll ads, plus a $1.99 IAP to remove all ads
What changed: Advertising must be supplementary to genuine app functionality. The app should provide clear value with or without ads.
